What is the difference between the order in which the Quran was revealed and the order of the Mushaf?

The majority of scholars are of the view that both the order of the chapters in the Quran and the chronological order of revelation are tawqifi (determined by Allah Almighty) and conveyed through the Messenger of Allah (peace and blessings be upon him).

Other scholars, however, hold that the order of revelation is entirely tawqifi. They argue that the Quran was revealed to the Prophet (peace be and blessings be upon him) piecemeal, and that he would instruct his Companions and the scribes of revelation to place a given verse in a specific position within a particular chapter, and to position a chapter after another specified chapter. As for the arrangement of the Mushaf itself, they maintain that part of it is tawqifi, while another part follows the Prophet’s ijtihad (independent reasoning).
