Juristic views on qunut in Witr and Fajr prayers
Question
Should the supplication of qunut be recited in both the Witr prayer and Fajr prayers, or in either of them?
Answer
According to Hanafi jurisprudence, qunut is obligatory after the recitation of the chapter of Quran in the third rak'a of the Witr prayer, and that qunut is not performed in any other prayer.
Shafiʿi jurists hold that qunut is a Sunnah in the standing position (iʿtidal) after bowing of the final rak'a of Fajr, as well as in the Witr prayer during the second half of Ramadan. According to them, it is among the emphasized Sunnahs (Sunan al-abʿad), such that if it is intentionally omitted, it is compensated for by performing the prostration of forgetfulness (sujud al-sahw).
As for the Hanbalis, they maintain that qunut is a Sunnah in the Witr prayer throughout the year.
And Allah Almighty knows best.
