Making the Adhan to Dawn Prayer before its prescribed time

Question

Some muezzins initiate the call to Dawn Prayers half an hour before its time. Thirty minutes before prayers, they make three announcements to remind people that prayers will commence in half an hour. This disturbs people, children, and the sick, especially when all mosques in the city do this consecutively. What is the ruling for this?

A Prophetic tradition on its permissibility

Ibn 'Umar and 'Aisha, the mother of the believers, (may Allah be pleased with them both) narrated that the Prophet (peace and blessings be upon him) said: "Bilal makes the call to payer at night; so eat and drink until ibn um Maktum makes the call to prayer" [Bukhari and Muslim].

The majority of the scholars base the permissibility of making the call to Dawn Prayers before its time on this hadith. Imam Bukhari entitled a section in his Sahih on this subject called: "Chapter on making the call for Fajr Prayer before its time".
Do not cause harm or reciprocate harm—a legal maxim

When applying this Sunnah, it is imperative to respect others and follow the the legal maxim which states: "Do not cause harm or reciprocate harm".
The residents may agree together on specifying certain mosques to make this call to prayer to alert whoever wants to fast to eat the pre-dawn meal [Ar.Suhur], and those who want to perform witr prayer before dawn, thus avoiding any disturbances.
