What is war booty that requires us to pay fifth, and to whom it should be paid?

(Ghanima) is the war booty taken from the enemy after battle. The ruling for ghanima does not apply today due to the absence of the context (the battles fought in the early days of Islam are no longer fought). Moreover, in our modern state, the Muslim treasury which existed in the early days of Islam, is no longer existent. Its functions and specifications have been replaced by the government budget and financial institutions.
