Is supplicating in qunut at times of affliction, during obligatory and voluntary prayer a Sunnah, and should it be done before or after ruku’?

At times of affliction, it is a Sunnah to make qunut supplications after the final ruku’ [bowing] of every obligatory or voluntary prayer, either in prayers performed individually or in a group.
And God the Almighty knows best.
