What is the ruling on holding a second congregational prayer in the mosque?

It is disliked to hold a second congregational prayer in the mosque which is not visited by travelers such as the neighborhood mosque and one which has an appointed imam, except with the latter`s permission. Nevertheless, if the mosque is visited by travelers, it is permissible to hold a second and a third congregational prayer, whether or not it has an appointed imam and whether or not he permits this.
