Collecting money in a bank account and use its revenues to help the less fortunate relatives, is this money considered from zakat?

Please advise me regarding one of our family member's suggestions about collecting money (as a part of Zakat on money). This would be deposited in a bank account and its revenue used as financial support for our less fortunate relatives, instead of collecting money only at times of need.
Can this count towards the obligatory zakat on money?

Answer
This is not considered zakat. This is because zakat must be transferred to the possession of a deserving recipient so that he may invest or directly benefit from it according to his needs.
