Congratulating others on the occasion of Ramadan is a recommended matter

In a fatwa, Dar Al-Ifta` confirmed that scholars have determined the recommendation of congratulating others on the recurrence of religious blessings. The month of Ramadan is an occasion worthy of celebration by extending congratulations due to its virtue, the mercy it contains, and the many gifts God bestows upon His servants during this month. The fatwa added that congratulating others on the occasion of feasts, and the advent of months and years is sanctioned and recommended in Islamic law and a manifestation of joy. The Qur`an mentions that the believers congratulated each other on the blessings they received and that Prophet Muhammad (peace and blessings be upon him) used to congratulate his Companions on the advent of the blessed month of Ramadan.
