What is the ruling on reciting the Qur`an before the adhan of Friday prayer?

Answer

Reciting the Qur`an before the adhan (call to prayer)

God the Almighty rewards the person who reads the Qur`an abundantly, elevates his rank, and exhorts Muslims to read it and contemplate its meanings.

Evidence from the Qur`an
God Almighty says, “Thy Lord doth know that thou standest forth (to prayer) nigh two-thirds of the night, or half the night, or a third of the night, and so doth a party of those with thee. But Allah doth appoint night and day in due measure. He knoweth that ye are unable to keep count thereof. So He hath turned to you (in mercy): read ye, therefore, of the Qur'an as much as may be easy for you. He knoweth that there may be (some) among you in ill-health; others travelling through the land, seeking of Allah's bounty; yet others fighting in Allah's Cause, read ye, therefore, as much of the Qur'an as may be easy (for you); and establish regular Prayer and give regular Charity; and loan to Allah a Beautiful Loan. And whatever good ye send forth for your souls ye shall find it in Allah's Presence, - yea, better and greater, in Reward and seek ye the Grace of Allah. For Allah is Oft-Forgiving, Most Merciful” [Al-Muzzammil: 20].

Evidence from the sunna
Prophet Muhammad (peace and blessings be upon him) said, "Read the Qur`an, for indeed it will come on the Day of Resurrection to intercede on behalf of its readers. Read the two bright ones, Al-Baqarah and Al-'Imran, for on the Day of Resurrection, they will come as two clouds or shades, or two flocks of birds in ranks, pleading for the [cause] of their readers. Read surat Al-Baqarah for to take recourse to it is a blessing and to give it up is a cause of grief, and magicians have no power over them."[1]

The Prophet (peace and blessings be upon him) said, "Read the Qur`an, for God does not torture the person who comprehends it."[2]

Listening to the Qur`an
God has made listening to the Qur`an an act of worship and promised a great reward for it. The Prophet (peace and blessings be upon him) said, "Whoever listens to even one verse from the Qur`an earns a two-fold reward; and for the one who reads a single verse, it is a light for him on the Day of Resurrection."[3]

Islam recommends reading from the Qur`an every day, especially on Fridays, by reading surat Al-Kahf. The Prophet (peace and blessings be upon him) said, "Whoever reads surat Al-Kahf on the eve of Friday, a light will stretch between him and the Ka’ba."[4]

Reading the Qur`an in a pleasant voice
It is recommended to read the Qur`an eloquently and in a pleasant voice for the Prophet (peace and blessings be upon him) said, "Adorn the Qur`an with your voices, for indeed a pleasant voice enhances the beauty of the Qur`an."[5]

The ruling
Based on the above, there is no objection to reading from the Qur`an in mosques before the Friday prayer. It is a desirable act that brings people together for this very purpose and prepares them for the rituals of the Friday prayer.
