Is the hajj of a person working under a contract in Saudi Arabia during the hajj season  valid?

Answer

A valid hajj
There is a difference between the validity of hajj and its permissibility. Hajj is considered valid when it meets its integrals and obligations and it suffices for the obligatory hajj of Islam, if a pilgrim has not performed it before; otherwise, it is considered supererogatory [nafila].
An impermissible hajj
If the contract does not permit an employee to perform hajj, and he goes anyway, he is considered blameworthy due to the harm he incurs upon himself and others. However, in such a case, his hajj is still valid if fulfills all the obligatory actions and duties.
